When an Open Server application defines the client data
format using the srv_descfmt routine,
Open Server verifies that the response capability for the relevant datatype is not set.
If it is set, either the client has requested the server not to
send results pertaining to that datatype or the TDS version
of the client connection does not support that datatype. In such
cases, Open Server raises an error and srv_descfmt returns CS_FAIL.
