[CR #426402] On Windows, if you have not yet installed the additional language and charset, unset LANG environment variable before running sysconfig utility. If you do not unset the variable that can prevent sysconfig from completing successfully and connectivity error 4017 may be reported.
Workaround: Unset the LANG environmental variable before running sysconfig.
