Could not allocate a SRV_PROC to register system procedures.
Open Server cannot allocate a new SRV_TSERVICE thread while the system registered stored procedures are being created or deleted.
Look at preceding error messages that might explain the underlying cause of the error. One possible solution is to update SRV_S_NUMTHREADS to increase the maximum number of threads available to Open Server.
