If you set dynamic allocation on demand to 1, memory is allocated only as it is needed. That is, if you change the configuration for number of user connections from 100 to 200, the memory for each user is added only when the user connects to the server. SAP ASE continues to add memory until it reaches the new maximum for user connections.
If dynamic allocation on demand is set to 0, all the memory required for any dynamic configuration changes is allocated immediately. That is, when you change the number of user connections from 100 to 200, the memory required for the extra 100 user connections is immediately allocated.
