This option specifies the level of permission required for a user to cause a new database file to be loaded by the database
server, or to stop a database on a running database server.
The default setting is all for the personal database server, and DBA for the network database server. Both uppercase and lowercase
syntax are allowed.
When this option is set to DBA, the client application must already have a connection to the database server to start or stop
a database. Providing a DBA user ID and password on a new connection is not enough.
You can obtain the setting of the -gd option using the StartDBPermission server property:
