When converting a NULL constant to a NUMERIC, or to a string type such as CHAR, VARCHAR, LONG VARCHAR, BINARY, VARBINARY, and LONG BINARY the size is set to 0. For example:
SELECT CAST( NULL AS CHAR )
returns CHAR(0)
SELECT CAST( NULL AS NUMERIC )
returns NUMERIC(1,0)
