A new row that represents the default temporary database group is added to sysattributes as part of the upgrade to a 12.5 server, as well as when a new master device is built. If you are already running a 12.5 server, and hence do not do an upgrade, you can add the default temporary database group by executing sp_tempdb create “default”.
