1. Verify the platforms, components, and distributed software
2. Determine JCL and system information
3. Determine CICS and DB2 UDB information
4. Determine compiler information
5. Determine Client Option information
7. Plan the security requirements
8. Identify the change control requirements
9. Back up the release libraries (upgrades only)
