Clears the commission for a customer, i.e.

Parameters

customerId –
the customer for who the commission should be cleared

cutoffTime –
the cut-off time - only commissions booked before that time will be settled

timeZone –
the time zone of the cut-off time
Returns
the outcome of the commission clearing.
Usage
the open commissions will be credited to that customer.
