This method returns all available Limit Sets.

fetchIndividual –
If true> only individual Limit Sets are returned. If false only global/generic Limit Sets are retruned. If null all Limit Sets are returned.
Usage
The parameter fetchIndividual controls whether the individual (= unique for a customer) Limit Sets are to be fetched or only generic or all.
