Manually creates an Interestcalculation entry in the Database.
createInterestConfiguration(com.sybase365.mobiliser.money.persistence.model.system.InterestConfiguration, long) method
Manually creates an InterestConfiguration, interestconfigurations are automatically created for all SVAs at SVA creation time so this is not necessary for standard SVAs.
