The locale language is the language being used by the user of the client application, or expected to be used by users of the database server.
The client library, and the database server, both determine the language component of the locale in the same manner:
Use the value of the IQLANG environment variable, if it exists.
For Windows, if the IQLANG environment variable doesn't exist, check the SAP Sybase IQ language registry entry.
Check the operating system language setting.
If the language still cannot be determined by the above settings, default to English.
