Update the currently loaded locale properties file with the resource keys from the current Device Application Designer.
If the locale properties file does not already exist, it is created. If the current locale is not defined in the device application file, the updated locale is used as the default, and the file name is {device_application}.properties. Otherwise, the locale defined in the device application file is updated.
