Allows users to manage passwords other than their own.
You can limit this system privilege to allow a user to manage passwords
for a specific list of users, to manage passwords for any user granted a specific list
of roles, or to manage passwords for any existing database user. Grant this system privilege using the WITH ADMIN OPTION, WITH NO
ADMIN OPTION, or WITH ADMIN ONLY OPTION clause. If you do not specify a clause, the
default is WITH NO ADMIN OPTION.
