Required to administrate new system privileges introduced when
upgrading an IQ database earlier than 16.0.
By default, the UPGRADE ROLE system privilege is granted to the
SYS_AUTH_SA_ROLE role, if it exists.
Grant this system privilege using the WITH ADMIN OPTION, WITH NO
ADMIN OPTION, or WITH ADMIN ONLY OPTION clause. If you do not specify a clause, the
default is WITH NO ADMIN OPTION.
