This window has the following components:

Choose the new publisher from the list of candidates   Lists the users you can select the publisher from. Select a user and then click OK to grant PUBLISH permissions to the selected user. Double-clicking a user grants that user PUBLISH permissions and closes the window.

You can only select one publisher for the database.
