Millisecond support for Timestamp property for ECDA for Oracle

Two configuration parameters, timestamp_ms_support and timestamp_format, are available to allow the DCO to insert, update, delete, and select Sybase DATETIME datatypes with the millisecond por­tion mapped to an Oracle TIMESTAMP column. The following sections describe the parameters and their use.
