RTDS fails to boot JRTMS server

[CR #443247] Windows only – The RTDS server does not start if PATH does not include $SYBASE/$SYBASE_ASE/bin. This occurs in Adaptive Server version 12.5.4. ESD #3.

Workaround: Explicitly set PATH on Windows to include %SYBASE%\%SYBASE_ASE%\bin.
